In the early twentieth century, Hynes and Clearwater, known as “The Milk Shed of Los Angeles” and “The World’s Largest Hay Market,” had more cows per square mile than anywhere west of Chicago, with a total of 25,000 at its height. The two towns merged in 1948 under the name of Paramount, following talks that began in 1925. The name was derived from the major thoroughfare that runs through the neighborhood, renamed Ocean Ave., in 1931. The municipality’s incorporation was finally authorized in 1957.
In many respects, Paramount’s history has mirrored those of its Southeast Los Angeles County neighbors. Early in the twentieth century, agricultural beginnings were followed by rather unrestricted expansion, resulting in an overbuilt environment. By the 1970s, most of Paramount had degraded into dilapidated circumstances, although it was still essentially a solid, middle-class community.
